I have an iCloud photos library of about 70GB and have enabled it on my iPhone with "Optimize iPhone storage" enabled.

However, when I'm on the road and want to see a picture in full res, it's not downloading over cellular. When I'm back on wifi I can download without problems.

I understand that Apple is doing is to save our precious cellular traffic usage, but I don't see an option to enable it. I have enabled cellular access for "Photos" and also iCloud drive has cellular access, but nothing helps for iCloud Photos.

Has anyone got it to work over cellular?
 
It's working for me on cellular only (WiFi disabled).

Download a full-resolution photo or video. If you’re not storing original versions on iPhone, simply pinch to zoom in to 100%, or tap Edit.

When I Click Edit it gives mr a message with a circle graph saying downloading.
