Twice now iCloud photos has removed all my sub/nested folders and orphaned my Albums and syn'd this layout to my Photos app on the mac. Is this a bug does iCloud Photos not support sub folders/nested folders with albums?
I have to repair my Library to get the orphaned albums back into the list of albums in Photos app. It's really annoying, it seems to have no problem with single folders with albums as it leaves them as is.

iCloud Photos doesn't have "folders". It has "albums" which are just a view of photos you've tagged to be in that "album". So no, it doesn't make sense to create a Windows style nested structure out of albums. I think that's why it doesn't work for you.

While iCloud photos can only create albums (not folders), it is able to read the folders created in Photos App on MacOS, or IOS on iPhone, iPad etc.

On Mac Photos to create a folder... File, New Folder
On IOS Photos to create a folder... Long Press the + and it will give addition option to create a folder. If you are within a sub-folder already, just press Edit first and then long press the +. Note that I have not found a way to move folders around with IOS once created but can do easily on Mac though.

It makes perfect sense to use folders. I have several nested folders to help organize better.

I could not recreate the problem with iCloud Photos. It reads all my nested folders fine. I even created one 4 levels deep and could read on the iCloud web app. Maybe it is an intermittent problem and will eventually happen to me.
