WTF password is it asking for?

After 2 days, three clean installs, and two failed Migration Assistant data restores from two different backup sources, I've given up restoring my Mac Mini file server's data and am redoing it from scratch. However, on re-signing into iCloud it throws up this message. I have no idea what password it's asking for, it only gives me three attempts before kicking the machine off iCloud. It does not appear to be the local account password or iCloud password. Any idea what this is and how to make it go away? I've never seen it before - could it be related to the recently enabled and incredibly annoying two-factor authentication on my account?

It brings up a list of all the other awake machines on my network and states that I can enter the password for one of them instead - but the result is the same no matter what system I pick. It doesn't accept the local account password, which happens to be identical on all four of my Macs.
