iCloud restore won't finish

updated to 9.3 and iCloud restore won't finish and iCloud back toggle button is greyed out. Help!!

Last time I had that the fix was to use iTunes. Run a new encrypted backup to your local machine then restore from your local machine. I waited about 4 days for iCloud restore to complete before I used iTunes but it never did.
