My phone warned me that my 50GB iCloud storage was full, so I moved my video files to my laptop and then deleted them from my phone. But iCloud still would not sync them. I tried deleting more stuff, but iCloud continued to report that 50.3 GB was in use.

Finally, I caved in and upgraded to 200GB storage. Now iCloud reports my storage use at 38GB. Has this happened to anyone else?

TBH, it’s only $2 a month and maybe I’ll keep it, since my phone has 512GB. But it seems odd that I had to pay to get iCloud to resume.

You probably just forced an update of the available storage by upgrading. It likely would have updated itself eventually, though it might not be instant.
