I've never had a problem with the backup not having enough space, and as a matter of fact, it backed up fine yesterday before I did the iOS 8 update. I also upgraded my iCloud storage to 20GB last week when they changed the plans.

So now, by iCloud says I am using 10.1GB for my iPhone, 1.2GB for my iPad, and that there is 8.7GB free.

If I have 20GB, why can't it back up my iPhone? Does iCloud really need TWICE the space (enough for two full backups) in order to backup? Shouldn't it backup and then delete the old backup?

Last week, I had 15GB total iCloud and it's always backed up fine.

Ideas?

Yup. You don't have 20GB available. If you're already using 11.3GB of space (by your numbers) for iOS backups, that leaves 8.7GB of space left - and your iPhone backup looks to be 10GB. 10 won't fit into 8.7. I'd recommend backing up your iPhone via encrypted backup in iTunes, removing your last iPhone backup from iCloud, and doing a fresh backup.

Shurg - not sure about all that. However, if it were me, that's how I'd handle this.
 
Same problem here. I've always had the free 5Gb iCloud plan, and always has space to backup by iPhone. Now the first backup since iOS 8, it tells me there isn't space to backup my phone (only 500Kb free and my back is 4Mb). I upgraded my plan to 20Gb and it has now backed up, but I still have over 15Gb free (in other words, my storage use was less than 5Gb BEFORE AND AFTER the backup). Not impressed that I now have to pay for space I'm not even using.
 
Has anyone been able to confirm this is normal behavior? This seems ridiculous as the backups are incremental... The iPhone is not doing a full backup every night and then deleting the old backup. I did have to delete my previous iPhone's backup even though I restored the new phone from that backup, but now with just one iPhone backup, I really should not need double the space on iCloud for the daily incremental backup.
