iCloud Shared Photo library choosing incorrect photos

Hi, I've just tried setting this up on both my Mac and iPhone - I specify I want photos of only 3 people included but when I preview the library it includes many photos not within these parameters, including photos of landscapes without anyone in them at all. Is there a known issue with this, am I somehow setting it up incorrectly?

If you navigate to those photos in your library (prior to setting up the Shared Library), does it suggest these people are in those photos? I've setup a library in the same way (2 children) and not had any issues, or none like your's anyway.

Thanks for your help. When I look at the photos it selects, it's picking photos with the wrong people, and photos it knows have no people in them. Tried several times on both iOS 16.2 and macOS Ventura.
