Hey,

I was wondering, how can I quickly check if an iPhone has an iCloud Lock or not.

If the Find My iPhone gets turned OFF in front of me, is there a chance that after an iOS restore, this iPhone will be iCloud Locked?

I mean, should I see with my own eyes the guy that wants to sell me an iPhone, to remove this iPhone from his iCloud account or the deactivation of the Find My iPhone is enough?

Apple has removed the webpage where you can see if a phone is locked to an icloud account.

Best way ensure phone is free to be locked to another icloud account is to perform a full reset in settings, general, and select "erase all settings and content".
