The thread title says it all. I've been running iOS 11 on my iPhone and iPad Pro since the beginning of August, and High Sierra for about three weeks. I'm still unable to add a family member to my 2TB storage plan - it says "Cannot Complete Action" when I try to do it on my iphone, etc. Is anyone else having the same problem?

I'm wondering if the person you're trying to add needs to have also installed iOS 11 on at least one of their devices to be eligible to be added, perhaps?

This isn't true. I'm running 11 I've added the members so far that are on 10. I've added them through in person option or iMessage and works great
 
I haven’t had any issues either. Variety of devices on iOS 10 added without difficulty.
 
I wonder if it has to do with the fact that the account I pay for storage on is a Japanese account ... ? Japanese credit card, etc.
 
I have the same issue. Cannot add family members...
I've been back and forth with a really cool support guy and engineering, for about five days - they've had me run a data capture app on my Mac, send numerous screenshots, etc. I'll post here if they're able to resolve the issue.

Try deleting some of the inactive family members, and share iCloud Stage again. It works for me.

Thanks! Indeed removing an old (and not used on any device) account I was able to setup iCloud Storage sharing

How can you remove family members if you have never use this feature?

Is there a fix to the Cannot Complete Action Error?

If I remember correctly it was an old device from work with an Apple ID from work that was connected to my family.

I think your problem is a different one
