I recently noticed some of my larger movie files were not being uploaded to icloud because there was not enough space. So I upgraded my storage plan from 200GB to 2GB. But lo and behold I keep getting the same message that icloud stoage is full despite now having 1.8TB of free storage. This is very frustrating. Please help.

It possibly means not enough space on the device (I’ve seen failures to upload due to insufficient local space). Not sure what exactly it needs the extra space for though. Check if your local device storage is full?

Be patient. It might take awhile to recognize the change.
