You can completely delete some of the preinstalled iOS apps. For example, the Calculator and the Music apps can be completely removed and there won't be any data left behind.You can’t actually delete the native apps, you just get them off your screen and they will be reinstalled when you tap that download icon. Necessary data for the app to function will be retained to be used when the app is reinstalled.

I have deleted the voice memos app and also the reminders app and they are still showing as having data stored through the iphone storage screen. So it seems that some stock apps will retain data that can not be deleted because I can see you are showing similar to me for those stock apps.
No... There is residual data left behind even if the app has not been run, I never ran the voice memos or the reminders app and they were deleted almost straight after a factory reset. This was on a brand new phone. I must say this seems to only have occured on the reminders and voice memos app for me. When you deleted the Reminders app did you do that before you logged into your Apple ID? Reminders is tied directly to the accounts you have setup which includes iCloud.No... Basically the only apps I have on my phone are
* Calandar
* App Store
* Health
* Maps
* Messages
* Phone
* Find My
* Weather
* Facetime
* Calculator
* Camera
* Clock
* Contacts
* Files
* Notes
* Photos
* Settings
* Safari
All other apps are deleted, and the only ones that are showing residual data is VoiceMemos and Reminders... (Reminders may have data linked to the calandar app)

It appears that there is a bug in the ability to completely remove the Mail and Contacts apps that the OP is experiencing.You are correct.
