I'm exclusively using @icloud.com for my email, and on a previous Mac I had a 3rd party email and just set up a new Mac, and it shows a notification XYZ@EMAIL.COM has been added to your Internet Accounts, though it is inactive, is there any way to permanently remove this email form my iCloud syncing or account?

Yes. System Preferences > Internet Accounts > Select the old account you want to delete and click

You will be warned that removing the account will remove it from all Macs using iCloud Keychain. Press OK/Delete from all/whatever it is. That should do it.

I did that on the original Mac, before signing into the new one and it still synced. I found it in the keychain and remove it will test it on a new install and see if its actually gone.
