On the iPhone contacts is turned on for both my gmail and iCloud accounts. But there is no option to turn on contacts for my gmail account on the iPad and I am not sure where to go on the Mac.In the contacts app tap on groups and see if anything is hidden.

See what is turned on. You may be saving contacts to an email account instead of iCloud.
Got the Mac fixed so now my contacts are syncing. Its just the iPad that is the problem because I cant turn on contacts sync for Gmail as there is no icon there. Strange..In the contacts app tap on groups and see if anything is hidden.

Once everything is working, I would consider turning of iCloud contacts on all devices as you are using gmail
