I think its once every 24hrs, or when your device is on WiFi.

I go to bed every night between 1-2am, this is around the time I finally plug in my iPhone to charge, and so I notice my sync pattern is generally between 2-3am every day.

My iPad on the other hand I can go days without charging, so I notice that it generally begins to back-up about an hour after I finally plug it in to charge.

No. That's not my question.

I am asking if I type a note at 1000. Then edit the note on another device at 1032, all the devices should update to the 1032 version.

But what happens if the devices are not in the same time zone? Say I've left my iPad in new york and my iPhone is in Europe. What criteria then does iCloud use to sync these notes? Should these devices sync according to one universal time zone ( example GMT)?

Standard practice for such things is to use UTC internally and just apply the timezone offset when displaying the date and time. I can't imagine this would be any different.

I agree. But it looks like Apple decided to sync with whatever local time is set on each device.
