iCloud tabs for Safari no longer working?

My iCloud Safari tabs no longer work between my iPhone and MacBook. On the MacBook, clicking the iCloud icon brings up a blank menu even though there are open tabs on my iPhone. On the iPhone, tabs are brought up from my MacBook but they're what I had open a week ago. Is this a known issue?

Which OS do you have installed on the MacBook? If you're not on 10.13.x, Safari iCloud tabs apparently won't work, for reasons that remain unclear.
