iPhone iCloud tabs not showing up from Mac to iPhone on iOS 13

This may be an issue with iOS 13 and Mojave, that gets fixed/resumes working with Catalina....I have Safari tabs open on my Mac running Mojave, and I can see/use them on my iPad running iOS 12.4, but I cannot see any tabs from either r device on my iOS 13 iPhone. Does this get fixed when iPad is on iPadOS and Mac is on Catalina or is something else going on?
