Is High Sierra too old? Both my iPad and iPhone are on iOS 13 pb2, and they seem to syncing tabs fine with each other. But my old 2011 MacBook Pro is apparently hung out to dry.

Reminders and Notes sync fine with the MacBook though. Could be a bug? I'll report it.
 
I think iCloud tabs are also on the list of „does not sync (properly) between major versions / betas“. At least it‘s an issue that always pops up in the beta cycle.
 
History syncing seems to be working just fine. A website I visit on the MacBook will show in history on my iDevices.
 
Got on ios13 GM on iphone and iCloud tabs still dont work with Mojave/iOS12 devices.
Seems like a trend that every new version stops syncing with the previous one
