question the first
how often does icloud back up?
what are the criteria? (wifi, plugged in)

qustion the second
how often does icloud sync with another device?

i know these quetions are all over the web, but everone seems to contradict the other person.
Looking for the best help here ;)
 
It depends on what you are speaking of specifically in regards to iCloud.

If you're talking about apps, etc on your computer then for me they backup to iCloud almost instantaneously. Like Notes, calendars, address book, mail.

If you're talking about your iPhone backing up to iCloud then it states on the phone. "Automatically back up your camera roll, accounts, documents, and settings when this phone is plugged in, locked and connected to wifi"

As for the syncing information between my devices, again it is almost instant. If I make a change to my Notes, address book, calendars, etc then by the time I check the info on a different device it has already been changed.

The only thing that may take a little longer for me is Photo Stream.
If I take 40 pictures on my phone and I go home and open iPhoto, it then loads all of the pictures but this is most likely because I do not leave iPhoto open all the time so it isn't constantly checking for new photos.
