You don't set it up on iCloud, you use your iOS device and download an app from the App Store. This app allows you to initialize/monitor your network settings.

What did they tell you that you can do with the Time Capsule? They might have been confused on the product used. The Time Capsule is primarily network and storage, but folks may have found more creative uses.
