I have a few i devices and a MBP, all have plenty of local storage. Also have an active network with many TBs free.

I do not wish to upgrade iCloud storage as I don't want to archive huge amounts of media in the cloud, its main use is the seamless synchronisation between devices. The problem with all I device to server sync tools I have found is that they don't sync reliably, and often will not sync unless they are actually opened (like Resilio).

So it seems iCloud is the only decent solution for sync, I would then need to automate a manner of moving certain types of files (any videos, or large photos of a certain age) from Photos to the network as they are sent to the Mac, cutting/moving them so they are deleted from iCloud.

The problem I'm running into is that the files have no metadata on the Mac. In the master photos section they are all newly imported and have no exif data at all, meaning tools like chronosync and Hazel will be moving files which have necessary information stripped out of them.

Is there a solution I'm overlooking, or another approach?
