It sounds like either the seller didn't realize they had to input their password or you may have been sold a device that was never intended to work. Message the seller and try to get some clarification. If the seller doesn't cooperate, I believe eBay has rules that protect buyers from these kind of situations. The Apple Store won't be able to do anything except help you reset the password for the Apple ID associated with the device or unlock Find My Device with original proof of purchase with matching serial/imei, name and government issued photo ID. The best bet for the OP is to contact the seller for a resolution or eBay for a refund.And if they won't respond then I wouldn't be surprised if my was stolen and I'd take it to an Apple Store and ask about it. And get my money back from eBay.

I would think apple could get the unit back to the actual owner if it was stolen by simply emailing the person who's account has the device locked. I know if I bought a device and found out it was stolen such as this I'd want to get it back to the original owner myself.
