Can anyone help with advising what the icon under WiFi is ? I reset all settings and only just came up when charging etc. iPhone 11 - 15.5

That's just showing you where the Control Center is. Sounds like maybe you haven't opened it yet since you reset all settings. Swipe down on the right-hand side to open the Control Center, then it should go away.
