Not sure what section to post this in but I hope you guys can help me. What is a good program where I can change some of my icons on my comp. Like the hard drive icon on the desk top.

But don't use it- last time I did it made my computer run like molasses in winter. If you just want to change a couple of icons, create them (or DL them), open them in preview, and copy them. Then select the icon you want to change (be it the HD icon), right click and choose get info. Then click on the icon of the info window (top left), and paste your image there.

Actually when I copy them it gives me a black boarder like in the picture I posted. How do I get rid of it. I used photo shop and it gave me a bad selection.

I used this to make mine. Make the icon in PS, make sure it has a transparent background, and save it as a .PNG file. I saved mine to the desktop and it shows a little preview of the file. Open the Pic2Icon program, drag and drop into there, and it will convert the little preview image to show up exactly like it should. Then you can apply it like you did before. It's actually REALLY simple once you know how to do it.
