Hmm strange. You could try to recalibrate the battery by doing the following:
1) Let your phone fully discharge
2) Charge it up to 100% without using it.
3) Discharge your phone again
4) Charge it up to 100% again without using it
Your battery should now be calibrated and the OS should report correct %

If you have a Mac, or access to one (and not everyone does, I know) you could try using Coconut Battery to get you a potentially more accurate reading.
Battery percent meter is not linear. When the battery is between 95-100% it will display 100%. It’s been this way for decades on all Apple products. That’s why your phone will always stay at 100% longer than any other percent.
