If AT&T unlocks an iPhone, does that unlock it for international use as well?

And if so, then I assume all Verizon phones are already unlocked for international use
 
I can answer your first question. An unlocked phone (includes, carrier unlocked) is good for international use. Given my limited knowledge of US carriers, I'm not sure if all Verizon phones are unlocked by default.

All of Verizon phones that support LTE are factory unlocked.
