If Handoff isn’t on then how???

Hello. If “handoff” isn’t on on my Mac OR my iPhone 12pro, then how on earth is it that after I get off my Mac and go onto my iPhone I can see bars at the bottom of the screen showing what I was on on my Mac? How is this happening and how can I stop it? Hand off isn’t on on either device. Thanks.
