If I Buy A 3Gs Now, Can I Later Upgrade To The New iPhone when It Comes Out?

The last time around, they let people upgrade who weren't elgible for $399/$499 for the 16gb/32gb. So they gave a slight discount. You sign a contract, so they give you the subsided price because they plan on your data plan paying off the cost of the phone.

Actually it will be the early upgrade price, traditionally about $200 less than the non contract price.
Its just a matter of how much you will pay. I think patrickdunn had it right, you get a slight discount.
I used the early upgrade option. 32GB 3GS was $499 with new 2 year contract.
Since then I have added the most expensive iPhone plan and my upgrade date is now June 2010.

Yes, they'll most likelly do the same again.
It kinda worked out good for me last time since I sold my old 16gb 3G for $350 and that offset the early upgrade fee.

Thats correct, if your individual plan costs more than $100 per month before taxes then you qualify for an upgrade once every year instead of every 18 months.
i got the 3GS in july and ive been giving them $101.34 a month but my upgrade is Dec 2010, shouldnt it be sooner then?

Yes, I ordered mine online thru AT&T and got it thru the mail.

its actually $109.99 before taxes and $133.11 with, but i get a discount from my job and brings it down to $101 so i should be able to upgrade
