I'm thinking of turning on iCloud Photo Library because my regular backups keep getting stuck which I think could be related to the photo library. I'd also like to have the photos backed up to iCloud anyway.

If I switch on iCloud Photo Library, will other apps (such as OneDrive and Dropbox) still backup recent photos or would they not see the photos if not physically stored on the phone?

Also, I presume it would be better to switch iCloud Photo Library on my Mac first so it can work at uploading continuously - or am I better off switching on my iPhone first? (All my photos are stored on my Mac currently).

Dropbox is what I use. It goes through the library like camera uploads and gets the new stuff it doesn't have on the dropbox camera uploads folder. It doesn't care if you use onedrive, or icloud for backups. It's its own app :)

Thanks. So have you turned iCloud Photo Library on (as opposed to iCloud backup)? I used Dropbox until I ran out of space. I'm currently using OneDrive and Google Photos, and want to continue with both once I switch iCloud Photo library on.
