You’re confusing me. ?I know kinda a stupid question but wanted to make sure or do I even not need a data usage app ?

Whether you need a data usage app will depend on how large your data allowance is and whether your tethering risks pushing you over the limit. I'd expect a phone to be able to monitor that for you (though I don't own an iPhone, so don't know what they have built in).
At the bottom of that page is a "reset statistics" thing. You just have to reset it every month (or week, or semester, or whichever period you desire to measure). It registers the date and time of the last reset, so you can make sure which period you're measuring.I own iPhone and I do not find it tracking this at all. If I check my data usage it gives me stats for the period from the beginning of the world (OK so from the month I got the phone). I am used to see breakdown month by month but for some reason this is not what I see on the Settings app.
What @kristalsoldier ment was that your iPhone already has a metering app, it's in settings, under cellular, its called "cellular data" and it lists the usage of the "current period", you can/must reset it at will.
YesAh so basically it really tracks from the beginning of the world and if I want to have stats on month level (because really my data plan rests monthly) I have to rest it every month?
