if i am overseas and in a cafe that offers wifi and im on there wifi will i be charged data for something? or its all wifi and free.
 
oh ok, what if wifi was lost for a second and i had data roaming off, would i then get charged for data? or no, because it wouldn't work since data roaming is off.

No, just make sure you have data roaming off. I would also suggest taking out your sim, if you have no reason to call, or calling AT&T to block all VVM and whatever else need to be done (the AT&T website has more info on what to do when traveling internationally).
