If my apple ID has been disabled for security reasons can I still back up to iCloud

If they disabled my apple ID for security reasons can I still back up to icloud if I already have an iCloud account on my iPhone?

If the iCloud account on your phone IS the AppleID that has been disabled, then no it shouldn't be able to backup as the account is disabled.

Just reset your password at iforgot.apple.com and then put the new password into your phone as your iCloud account password and all should be right again.
