I was surprised it was available at exactly 12:00am EST for me. However, something screwed up and it ended up zeroing out a $30 gift card balance I had in my account, and charged my credit card $9.99. I've already submitted a problem report and expect to hear back (and have the issue resolved) by the iTunes Store customer support.
