why doesn't Apple animate the weather app to live update any weather conditions and why don't app developers have access to it to live update the icons ?

The clock app doesn't need any updates or anything extra to be animated. The weather app would need to use data to get updates. At the very least there's that difference.
There's also the part that if an update doesn't come at some point due to connectivity or something else then you are seeing outdated information which can be misleading to a user and thus not a good experience (which doesn't happen with the clock app as it just runs on its own).

Probably battery drain concerns. It would be pulling weather info constantly to show it.
Then again it already does that to show it on Notification Center so I don't know.

C DM's answer was the same as I going to say - weather requires a lookup to get the current weather.
I'm also betting there's some UX implications of having an icon not being more or less visually static. The clock icon is visually static to me - I've never noticed the clock icon's animation or it's face being chronologically correct.
In regards to the data usage and the constant updates even when you don't really want to see the weather, all I can say is that it's already happening on the Apple Watch and the temperature complication.
At least with the NC, you need to actually open it before it updates. While the homescreen is likely to be shown much more often and with less likelihood that you're using it to check the weather.

I guess what they could do is just like Notification Center. It will update every time you go to the home screen. It doesn't have to update in the background and drain battery. And it could also just update every 10-20 min when going to the home screen so not every time which is unnecessary. The moment you unlock the information will be incorrect, but we have the same problem with Notification Center.
The Apple Watch shows weather in complications on the watch face, no reason the iPhone weather icon can't use the same data that's already being pulled for my watch and Notification Center.
