If you remove a device from your account, can the device then be unlocked from iTunes on a computer?

Kinda what the title said. I am looking at removing my device, and want to know, if i forget the password can i unlock it from a computer?

I don't think you can unlock (if we're talking passcode lock) the device from iTunes whether or not the device is removed or added. Unless you mean unlock it by erasing (restoring) the device using iTunes, which you can definitely do. Please clarify your query! There are different meanings to both 'unlock' and and 'remove device.'
