Yes, nothing will change inside a VM like Parallels.

Catalina blocks 32-bit apps by not including essential libraries which support 32-bit apps. It does not 'switch off' 32-bit in the CPU.

Virtual machine host software (Parallels or Fusion) use the virtualisation support in the Intel CPU which allows the VMs to directly run instructions on the CPU and so can use 32-bit instructions.
