Help - I was happily working away on illustrator 10 and some how the transform box - that usually appears when I want to re-size something (manually rather than taking the long winded route and using object>transform) has disappeared...I need it . How can I get it back and is it called the bounding box?

menubar > window > transform

will show/hide your transform palette.

the bounding box is the border that surrounds your active object. when "show bounding box" is checked, selecting an object will show it's bounding box -- if your object is an oval, the bounding box will be a rectangle that contains the oval. it shows you where your objects' boundaries are.
