shows 499.25 capacity. Clicking Info on 2013 Mini shows I only have 61.1 GB Available. There are four folders within my HD... Applications which has 11.35 GB in it, Library which has 4.34 GB, System... which has 47.6 MB (4.76 GB) and Users... which has 305.14 GB. Adding them up comes to 325.59 GB. Subtracting the 325.59 from the 499.25 leaves 173.66..... a long way from the 61.1 GB shown. What and where are my missing GB's?

Most likely these are local Time Machine backups. They use some disk space, but should be deleted once your diskspace becomes very low.

Check the folder under /.MobileBackups, use terminal:
sudo su -
cd /.MobileBackups
du -sh

It should show something like this:
du -sh
4.1G .

To disable the local backups use:
sudo tmutil disablelocal

in the terminal
