I'm confused on the capabilities of Icloud. I currently pay for storage on Onedrive, because it allows me to upload and host my files easily thru the webbrowser. I cannot figire out if Icloud allows you to do this also , I know I can upload and from devices, but is there a front end that allows me to upload files directly ?
 
It does now with iCloud Drive. Previously it would only allow you to save files to iCloud from the app that created them.

Sure "like that" if you are using a document within a canned iCloud supported application. Toss in your own file structure and files (JPGs and PDFs for example) and they will not be found without a third party application.

The continued support of iCloud drive and "it just works" is maddening......
