Can someone explain it in simple terms and possibly give some real world examples on why it is useful on apps like Safari, Reminders, Maps, etc?
 
From my experience, it suggests apps you use frequently depending on the time of day you use apps. For example, if you consistently use the news app at 11am everyday, the app will start showing up at the bottom of the screen in a "Siri suggestion pop up" at 11am. It may have other triggers as I'm not an expert in it's implementation
 
I use an app which tells me the departure times for my train stations. Normally I'd open it and pick, from my favourite stations, which one I'd like to see the times for. After a few days of using it siri suggestions pops up with departures from my home station in the morning and at my normal leaving work time it does the same for the station I use to get home. It's just monitoring your phone usage for patterns and if you do something regularly in an app it will start to suggest it at around the same time. It doesnt seem to look at location though, just time + type of day.
