I'm thinking about swapping an i9 for the i7 in my iMac 2017 to get some of the speed, if not all, of the new iMac 2019. Could it be doable since the underlying architecture hasn't changed?(check out Snazzy Lab's video). I would save over $2K, but will the gain be worth it?

Nope. Chipset difference, it won't allow you to do such change. i7-7700k is the maximum end for 2017 iMac.
