I just replaced the HD in a 2017 iMac with an SSD. I was unable to do a full clone due to the old drive having I/O errors, but I did get the entire User folder copied using Carbon Copy Cloner. I left the other items CCC had copied and figured that reinstalling the OS would fill out the missing items (narrator: It did not) I tried to use Internet Recovery to install the OS but this failed (MacOS could not be installed on your computer. Volume contains a macOS or OS X installation which may be damaged. Quit the installer to restart your computer and try again). After this I put the iMac in target disk mode and used a Macbook to delete everything except the User folder. I then used a USB flash drive with Catalina to reinstall the OS. This was progressing fine last night when I went to bed.
Woke up this morning and tapped the keyboard to see if the install had finished and there was no response. Clicked the power button, still nothing. Held the power button for 10 secs, depressed it again, still nothing. Tried a different power cord, still no go.
Luckily I hadn't glued the screen back on yet (it's just sitting in place with only one side of the VHB tape exposed) so I tilted the screen back to take a peek at the LEDs. None are lit. Does this indicate a failed logic board?

Could be the power supply, especially if none of the LEDs are lighting up.

That was my thought too. I ordered one last Thursday that should arrive in a couple days. I'll follow up then, thanks for your time.
 
just a thought, could be the connection between the screen and logic board. Happened to me, screen would not turn on after major upgrade(32gb ram, 500GB Crucial SSD, 1TB OWC Aura pro X2 ), but my external backup lit up just fine.

Just make sure all your cable connections are firmly seated, you never know.
