iMac 21.5-Inch "Core i5" 2.9 (Late 2013) stuck at Apple logo and loading bar is empty

As per subject, tried
1. reset PRAM
2. used another RAM, HDD, SSD

Strangest thing is that I can't go to safe mode or recovery, booting boot usb also stuck at the apple loading bar. But Windows 10 and 11 boot usb is able to boot and install. But just macos or osx is not able to boot...

What happens if you boot to INTERNET recovery?
Command-OPTION-R
at boot ??

This is NOT the same as "the recovery partition".

keyed in wifi password, then stuck at spinning globe (technically scrolling globe), stuck at australia ^^;

tried lan and still the same thing stuck at asia this time..
