hi guys

any help appreciated here

I replaced the spinning hard drive in the iMac in question

and now upon powering it on I get the 1st led on solid.

and then the 2nd led blinking once ever 1 or 2 seconds

I have tried the usual but no go.

I even replaced the PSU with a known good one and still the same

Try taking all your ram memory sticks out and reinsert one at a time trying to boot with each insert.
 
As you have tried different ram configs one can assume you have completely torn down the iMac, all I can suggest is to check every connector and clean them with contact cleaner/alcohol, make sure they are all seated correctly and try powering on with the display data and power cable connected.

still a no go it still flashes its diagnostic led.

the only time that stops is if I remove the CPU ?

that's how far ive gone with it.

I always do it on an antistatic surface and always make sure that its put back in correctly I have tested the CPU and that's fine.
 
Check the pins in the cpu socket under a magnifying glass, perhaps some of them are bent and causing a short?

If any are bent you can gently bend them back into position with a sewing needle or ultra fine tweezers.

I have a very powerful magnifying glass and I will check the CPU pins to make sure all is ok.

ill post back my findings shortly

so I checked over the cpu socket with a magnifying glass and found no issues at all there.

the only other thing I can think is the logic board is bad and to be honest I don't think its worth spending anymore time on.
