Can I recover my iMac access via a Thunderbolt 2 to 3 on my new iMac 2019 Sequoia 15.1.1.(24B91)

It will not boot to Safe Mode or to Recovery Mode, but I was told it might be accessible to my 2019 model via Thunderbolt connection.

It gets almost to completion in booting then shuts down the screen and has it seems no Keyboard or Mouse access

What does it do instead of booting into safe mode? Is verbose mode possible? Any error messages? Do you get a chime? Do you get any video?

Just does as I said earlier. No error No chime. No video. I can now get to recovery mode but it says no internet connection. I wanted to try to reinstall the High Sierra OS
 
Tried to do Startup Disk and choose this iMac's drive. It reports the "bless tool was unable to set the current boot disk"
Btw: that iMac 2019 is still compatible with Sequoia without running the patcher. Are you aware?
