I'm currently backing my entire iMac using Time Machine. I have my photos stored on an external HD which I back up to Time Machine as part of my backups. (Hopefully, I'm doing it right and it's actually backing up the external drive I use for photos too. Can someone tell me how to actually confirm that I'm doing it right and it's backing up on TM?)

What I'm looking at doing is maybe also using a cloud service to back up just my photos and videos. Does anybody have any that they can recommend? I know Apple has their own but I read a recent article in a popular Mac magazine and it describe Apple's service as not really a back up service but more of a cloud syncing service so I'm looking for a back up service. Please let me know what you use and what you like and don't like about the service you use.

I use Backblaze as my offsite backup for my iMac and my photos which are on a separate drive. It's unlimited backup for $5 per month (less if you pay annually). It is currently the industry standard and well worth the price for peace of mind.

You can also investigate Crashplan Business (they closed their consumer division), which offered unlimited before Backblaze came on the scene. A bit more expensive ($10 a month) for unlimited, a bit easier to use, but slower to upload. I use both to backup ~10 TB. Can takes months to get all of that uploaded.

Backblaze, as others have said. It’s a great service and reasonably priced.

I use Crashplan (apart from Time Machine) because the app allows me to have two copies of my backup set, one in the cloud and the other on a local disk which would make restores a lot faster if needed, leaving the cloud option as last resort. So if Time Machine restore fails, I'd use Crashplan first from the local disk and then from the cloud if needed. I'm a bit paranoid with backups :)

I believe you can use google photos for your photos backup ants unlimited and free and sync to my iPhone.
Hope that helps you with the photos section.
