i have an old iMac Intel 20" EMC 2266 2.66 GHz (early 2009) that i am putting back together for some low end use.
it currently has no RAM installed.

i believe it takes PC3-8500 sticks, however i don't have any of those at the moment.
i do have 2 x 2GB PC3-10600S, will those work?

I'm not sure of the exact 2009 iMac memory specs, but in general you can always put in faster memory and it will just run at the slower speed. What you do need to make sure of is form factor (the iMac takes SO-DIMM if I'm remembering correctly).
