i imagine it's as a lot of new apple users are now moving over from windows where the firewall causes nothing but problems and like someone said in a previous post, the firewall is not as crucial in an OS X environment, especially if used behind a router.

just a guess though, i don't ever turn mine on.
 
Because you really don't need it right away.
I still have mine turned off.
For someone who just got a new computer, it would be annoying setting up a internet connection, the firewall may block a lot of things.
