My old man owns a iMac G5. Today he inserted a disc, from the library, which was scratched and the disc started skipping. So he ejected it and it only split about half way out. So he grabbed the cd and pulled it rest of the way. Now no discs will insert. No discs are inserted and I don't see any problem from the inside of the hardware.

Any suggestions?

Sounds like you might need a new optical drive. Got applecare?

If not, apple publishes instructions on replacing drives for the 17 and 20 inch iMacs.

They're pretty easy to replace actually - I upgraded mine to a superdrive when I had an iMac...that is if you haven't got AppleCare.

Ring apple (if you haven't got AC) to ask for the price of a drive and fit it yourself. Or else check out here to buy one - they're very reliable.
