I have a new 27" iMac running Mojave and just purchased a 500GB T5 to use for backups using Carbon Copy Cloner.

I've tried erasing the T5 to "Mac OS Extended (Journaled)" but still showing 448MB in use. Do I need to fully wipe the drive or is this 448MB essentially lost space and I'm good to go?

If I do need to fully wipe and recover this 448MB, how do I do it?
 
There is some storage used by the file system, but off hand dunno if 448MB is expected on a 500GB drive. The larger the drive the more storage space the file system uses.
