I had a friend who deleted the os on his imac and wanted to get it reinstalled.
I usually don't work on macs but I figured I'd take this on for whatever reason.
The OS is 10.7 so I burned the dmg to a disc using PowerIso on Windows, and proceeded to put the burned disc into the iMac. You can hear the disc whirring away, almost right after the chime. The screen stays white with the apple logo finally appearing. Then it starts to flash 3 different icons on that white screen. The apple logo, a folder with a question mark, and a circle with a cross through it. It does this over and over again with no change. But like I said I can hear the disc whirring away. I'm afraid to let it continue to run in this state as I'm sure it would start to overheat.
Holding 'C' on boot does nothing different than if I were to not hold C. The disc still runs as if its trying to boot. Also holding down the Option key does not bring up a boot menu. I've linked a gif below to show you what it shows me.

Please kindly offer some advice on what to do next. Is the HDD failing as well? Maybe I'm not burning the DMG to the disc correctly so it won't boot (I've tried multiple different discs). Should I try a flash drive? Is there a proper way to burn a bootable DMG to a flash drive using Windows?
